A disturbing case of animal cruelty is causing widespread outrage in Mexico after a video emerged showing a Chihuahua puppy tied to a drone and flown over a home in Xul-Ha, Quintana Roo. The incident occurred on April 23 and was posted on Instagram by a user identified as “rub_pena27.”

In the video, the visibly terrified puppy is lifted more than three meters into the air while a group of teenagers laugh and film the scene.

Viral outrage and demands for action

The footage quickly spread across social media, where users condemned the cruelty and demanded justice. Animal rights organizations also stepped in, emphasizing the urgent need for authorities to act. According to reports, the Instagram account responsible for sharing the video had previously posted images involving hunting and dead animals.

The viral spread of the video has reignited discussions about reinforcing animal cruelty laws and promoting better education on respect for living beings.

Legal consequences for animal cruelty

In Quintana Roo, animal cruelty is classified as a criminal offense under state law. According to Article 179-Bis of the State Penal Code, those who intentionally cause clear harm to an animal can face between one and five years in prison and fines ranging from 50 to 100 days' wages.

In cases leading to the animal’s death, sentences can extend up to six years. Furthermore, the state’s Animal Protection and Welfare Law prohibits any practices that cause physical harm or suffering to animals.

Lucio Cruz, director of Animal Welfare at the Quintana Roo Environmental Protection Agency (PPA), confirmed that an investigation has been opened. An inspector has been sent to Xul-Ha to gather information and determine appropriate legal action. Authorities have promised that those responsible will not go unpunished.
