A Long-Awaited Revolution for Pet Travel

Until now, only small dogs up to 8–10 kg were permitted to travel in the cabin, while larger pets were confined to the cargo hold—a source of stress and worry for millions of pet owners.

That will change on September 23, 2025, when the first official flight allowing medium and large dogs in cabin will take off. The inaugural journey will be operated by Ita Airways on the Milan–Rome route, chosen as a symbolic connection between Italy’s two major cities.

“This is the beginning of a new era,” Salvini declared. “Pet owners no longer have to rely solely on the hold to transport their most precious companions.”

How It Works: ENAC’s Guidelines

The Italian Civil Aviation Authority (ENAC) gave its technical green light earlier this summer, publishing detailed guidelines to ensure passenger and animal safety.

  • Dogs must travel inside certified carriers.
  • Carriers can be secured directly to cabin seats, just like regular passenger equipment.
  • Airlines will need to adapt seating arrangements to accommodate different dog sizes.

Some open questions remain—particularly how airlines will handle giant breeds such as Great Danes or Maremma Sheepdogs. Balancing animal comfort with passenger peace of mind will be a challenge.

Praise and Concerns

Animal rights groups have hailed the measure as a huge step forward for pet welfare and family travel. Many owners have long campaigned against cargo travel for larger pets, citing risks of stress, injury, or even death.

However, the announcement has also sparked debate. Some passengers fear discomfort when seated next to large dogs, raising questions about space management, ticket pricing, and possible restrictions on certain flights.

Beyond Flights: Pets in Daily Life

Salvini framed the initiative within a broader commitment to pet welfare in Italy. He recalled that the new Highway Code has introduced tougher penalties for abandoning animals—calling abandonment an act of “absolute incivility” that also endangers road safety.

He also announced another measure under development: a protocol to allow employees to bring their dogs to the workplace, further integrating pets into everyday Italian life.
